Summary

released his FY 2013 budget. FFIS has updated its Jim Martin Table to
reflect national totals for major discretionary and mandatory funding as
proposed by the president. The table also includes a column showing

sequester.

UPDATED: This table has been updated to reflect across-the-board cuts affecting discretionary spending in the departments of Education, Energy, Health and Human Services, Labor, and the Environmental Protection Agency.
The Jim Martin Table shows FY 2012 funding for major grant programs. This bill covers appropriations for all departments other than Agriculture, Commerce, HUD, Justice, and Transportation, which were enacted in previous legislation.
The conference report consists of two bills: one provides appropriations and one provides an additional $7.4 billion for disaster relief.

UPDATED: In order to avoid a government sutdown after midnight on April 8, 2011, a
one-week continuing resolution (CR) was passed and signed by the
president shortly after the full FY 2011 spending agreement was reached. This CR
will allow lawmakers time to pass the FY 2011 spending bill by April 15. The Jim Martin Table has been updated to reflect the FY 2011
funding levels in the new CR. Funding cuts were made to Capital Assistance for High Speed Rail Corridors and Intercity Passenger Rail Service, Mass Transit Capital Investment Grants, and the Public Housing Operating Fund.
UPDATED: On March 18, 2011, the president signed a three-week continuing resolution (CR) (H. J. Res. 48). The law cuts $6 billion in non-security discretionary spending for FY 2011, but does not contain any additional cuts to programs in the Jim Martin Table.
On March 4, 2011, the Senate Appropriations Committee released the text of a proposed CR, which would fund the federal government through the final seven months of FY 2011. These funding levels are reflected in the FY 2011 Senate column.

recent proposal coming from the Republican Study Committee. The proposal would
reduce federal FY 2011 non-security discretionary funding to FY 2008 levels on
a program-by-program basis, unless a particular program had already received a
funding cut by FY 2010, in which case the lower level applies.
